Jeff Bills - President
Jeff has been involved in the construction business since childhood
as his father was a contractor. Jeff was first licensed in California
in 1972. Over the years Jeff has held, or been the managing partner in
business which held the following licenses: General Building,
General Engineering Construction, Asphalt Paving, Grading,
Demolition, Roofing, Carpentry, Insulation, Drywall, Swimming Pool
construction and some minor affiliated trades. Jeff is active in
community and civic organizations and looks forward to the day when
his time commitment to his professional career will decline and his
commitment to community service efforts will expand.
Jeff currently manages several small construction companies with
active projects. He knows first hand the challenges facing builders
today. He deals with adequate staffing, reasonable insurance and
quality land availability issues everyday. Jeff knows that
executives need accurate and up-to-date information to make sound
decisions. He helped design the Right at Home reports to assure
that the crucial information is provided at the opportune time to
the builders of new homes. He calibrated the Right at Home Repair
Rating values based on his experience in re-construction. Jeff's
principle strengths of observation, analysis and effective
resolution development are founded of a strong base of experience
and education.
Jeff has been using his life's experience to enhance and enrich
other peoples lives and businesses. He would like to have the

James Hays - Director of Field Operations
Jim has been involved with the residential and commercial construction
industry since 1960 in many capacities ranging from laborer to licensed
general contractor. He has spent the last eight years as an Architectural
Expert defending builders and developers in construction defect
litigation using his legal background to specialize in class
certification lawsuits. Jim's undergraduate study was at the University
of Arizona and he was awarded the degree of Juris Doctor in 1978. Jim
was also in the Armed Forces serving in the United States Marine Corps.
Jim has been involved in well over a hundred cases with extensive
intrusive testing experience focusing on life safety, water intrusion,
mold and fire resistive allegations. More specifically, he has personally
tested over a thousand windows, and hundreds of fire walls, decks and
roofs. He has watched in many other cases as Plaintiff experts hacked
and tore apart homes, which many good builders had worked hard to produce.
Often, he could look at an adjacent project being newly constructed and
see that many of the same mistakes were being made again and again.
He knew he would likely be back to that project in a few years. Jim
decided to dedicate his efforts to ending this costly and destructive
cycle by helping to "treat the cause, not just the symptoms". He has
often been accused of being a little too idealistic to think that he
could help make a difference in this industry, a task that was often deemed
impossible.
Jim is responsible for creating the checkpoints and designing checklists
specific to each floor plan after a thorough review of the building plans,
applicable codes, and the specific needs of you, the builder we represent.
He knows to include the life safety checkpoints that the Plaintiffs will
look for first, no matter how small and seemingly insignificant. Of
course he knows to include the water intrusion checkpoints that are
problematic and often a frequent source of leaks. Jim will work with
your team to incorporate the checkpoints that your company culture
dictates, your quality assessment reports recommend and those items
your insurance carrier requires. Jim oversees the Right at Home team of
inspectors to train, guide and help schedule their efforts to make sure
that your inspections occur as you desire.
Jim has worked hard to protect and instruct builders over the years.
He would take pride in having the opportunity to provide your company
higher levels of quality control than have been the standard in the
industry and to help provide the most sophisticated levels of protection
